"Nice outfit" is sarcasm, really she thinks the clothes look bad. The other girl responds by saying that it's a uniform, meaning that she is forced to wear the bad clothes. Then she points out that the first girl looks bad, but is wearing those clothes by choice, it is her own bad decision, she can't blame someone else for forcing her to wear them, she has no excuse.
