This looks like advanced prepositions mostly.
1a. He is looking for a place to live in. = remove the preposition (in) here as it doesn't work with live in this context
1b. He is looking for a place in which to live. = correct - formal
1c. He is looking for a place to live. (?)= correct - see 1a
2a. a good restaurant for Tom to eat at.= correct - meaning Tom would like to be able to eat at this restaurant
2b. a good restaurant at which for Tom to eat. = incorrect
Better: a good restaurant for Tom - eating is implied
3a. a good restaurant to eat at. = correct
3b. a good restaurant to eat. = incorrect - unless you are going to eat the restaurant
Better: a good restaurant - eating is implied
4. There is somewhere to practice. = correct - meaning a place in which to practice exists (emphasis on is or somewhere) or pointing out where to practice (emphasis on there)
5. There is where to practice. = can be correct if pointing out where to practice
