What does the phrasal verb "step up" mean? What does it mean in this context? I was prouder than I can ever explain when he stepped up for that photograph to get his first medal. to step up for something. Does it mean the same as "take on something" here? Thanks!

"Step up" means to "increase" when used as a phrasal verb.  In your example it is not being used as a phrasal verb although you could argue that a metaphorical meaning of "increasing his status" could be implied.  In your example it is just a verb + preposition.  You could have said "...when he stepped onto the platform for that photograph..."   or "...when he stepped into position for that photograph..."

Some examples of "step up" as a phrasal verb.

1. The police have stepped up the pressure on beggars working the streets.

2. If we're going to win, you need to step up your game.

Yeah. In the text there was mention of "Ten Tors" - a type of competition taking place in the UK. The author could've (or might've???) meant he stepped up to the podium (for the photograph) Thanks! :)

in this context I would think It could mean that he physically stepped up onto something for the photograph. A stage or pedestal? but that phrase can also mean taking on something. "he stepped up and took control of the situation".
