Why my English is still weak after 14 years of learning?

I am a graduate student in a science and engineering university. It is about 14 years since I began to learn English in middle school. but However, I still cannot speak or write fluently. can not use it smoothly, especially in spoken and written English. Recently, I have had written a research paper. First I wrote it in Chinese and then translate the paper it into English. This process makes me I feel sad. because after so many years of study, I still can’t cannot write in English directly. More sadly, Even more so, I don’t know how to how to improve it in an effective mannerly, and All the work I have done did seem to be in vain.

Don't be too hard on yourself.  Your English is not bad at all considering the non-English environment you are in.  You have grasped some of the finer details of the language but still have far to go.  Just continue, read and write more.  Learning a language, even your own is a continual process.  Also your thought process is very English like.

@Leah: This is an example why writing proper English or in any language for the matter is so very important.  Writing slang or informally and bad habits will form.  Even though people may understand you, you will never be taken seriously at all and go far in life.  Jacob seems to understand.  He will do great in the future if he persists in his goal.
