你妈妈寄来信了吗？

来 is used as a directional compliment

it tells the listener the result of the action and watch direction the actions is

带 = bring or carry ... but

来 (comes towards the speaker) tells what direction you are carrying (带） the object.

起来（bring the action up) or (keep doing the action) (带起来）means bring the action up toward the speaker or keep carrying the action until i tell you to do something else.
