*As written, this suggests that things haven't changed *at all*. If you mean that things haven't changed enough, then it's "things haven't changed so much / very much.
**It reads better without "out", but if you prefer to keep it in, the comma is needed.
***"Commenced" is okay, but it tends to be used more for formal writing.
