Is there actually any difference between these two expressions?
Can I put the agent of the action after both 「車が」 and 「車を」?
Thank you!!

「車が壊された」and 「車を壊された」are basically used as the same expressions. But 「車が壊された」is more often used for the emphasis or urgent/emergent report.
Eg: You and your friend came out from the pub and are walking to the car park. Your friend is a little in the distance behind following you.
When you found the first time that your car got broken. 「
When you report it to your friend who rushed for you saying, 「Joel、どうした?」 you can say 「車が壊されたあー!!!」
And then you call a police in a panic. 「
10 minutes later, you got your nerve back and report to the officer who just arrived, 「
You came back home and report it to your mother 「車が壊された or 車を壊された」, like those.

1.(私の)車が 暴漢に 壊された is used to report the incident about your car.
implies that the incident made you feel bad.
If the affected thing is part of your body, you can only use "(私は)~を ・・・に vられる" structure.
For example,
*私の 頭が 男に なぐられた is very awkward even though it's grammatically ok.
私は 頭を 男に なぐられた is the natural expression. (and it implies your bad feeling)
There are a few exceptional verbs with which "(私は)~を ・・・に vられる" structure doesn't mean bad feeling. You will see them in context.
