Randy is correct. In English, we think of each game or sporting activity as a separate sport; therefore, if you have a festival with more than one of these games/activities, we use the plural ("sports festival"). Answer C is wrong because the festival does not belong to the sport, so there is no reason to use the possessive with apostrophe and "s" (sport's).

I have to agree with you. Everything is possible, but not everything is correct.
A. is correct, as the others have already pointed out.
B. is correct as Kevin stated.
C. is not correct because this is a test on using nouns as modifiers.
On the other hand C. is possible because the apostrophe does not always indicate possession. It is often used with what is called the "descriptive genitive".
The table's leg
The room's furnishings
So it is in the realm of the possible to use the sentence "I went to the sport's festival".
Example
- On the planet Krypton every sport has its own festival. Did you go to the annual festival for your favorite sport?
- Yes. I went to the sport's festival.

In the USA it would be 'A' Because the plural of sport is sports in the US
In the UK it would be 'B' Because the plural of sport is the same form 'sport'
'C' is not an option because it doesn't own or have possession of the festival.
