Yes, Peachey is right. If you got a 6.5 score in IELTS, you would be classed as a competent user of the English language, but it may not be high enough to study in an overseas uni. Australian universities require a score of 8.

A 6.5 score in general IELTS is B2 level... probably closer to B2/C1.
