'To stare at' means to keep looking at something (you don't want look away from the object you're looking at) 'To gaze at' is very similar with 'to stare at' ~ Gaze means that you look for a long time at something. in many situations, peer or gaze could be used. Stare has more intensity or is longer. I dont think about it if someone gazes at me, but if they stare, I wonder why.
