A wasteland usually refers to an abandoned apocalyptic like place where everything is run down. To refer to someone as wasted on the other hand means that the person is tripping or under the influence of drugs. So in this case, the lyrics sort of have a double meaning. It's essentially meant to mean that all of the youth are on drugs, but the word wasteland gives it this destructive feeling as well.
