Maybe Rachael said it to Monica? If so, it's just a diminutive form of Monica's name. Rachael is joking around Monica. Sometimes Monica is also known as Mimi.

It think it is in reference of a mime, because Ross was showing off his hands all the time after Rachel said she liked his hands when they were together.
