the first sentence is incorrect, the second one is correct. the emphasis character 都 should be put in front of verbs and behind subjects.

1) 任何手续都我办不完，真糟糕。 wrong 2) 任何手续我都办不完，真糟糕。right 【人+都 +其他 】 eg 那些电影我都看过了 这些书我都有 他们都来了 我们都是地球人 only in a question like this “都谁来了？who came/have come?”
