I cannot find this anywhere, but context suggests it has the same meaning as "chippy", referring to a woman of less than sterling reputation.

I completely agree. What is the point of learning language you are NEVER going to be able to use unless you find the tiny area of a country where people actually speak like this.

I can barely understand this and I am a native speaker - I can't see what possible merit there is in studying a text like this - it really isn't going to help you to learn English that is going to be useful in everyday conversation.

Why is everyone studying these poor examples of English text? They are riddled with misspellings, slang and old terminology. Few people actually talk like this. This seems counterproductive. Given the context, it could mean dishonest, promiscuous or have some other negative meaning. Truthfully, I don't know for sure.
