I don't think there is one. I would think of a tobacconist as one who sells tobacco for pipes and cigars. There are stores in the US that sell cigarettes only. We just call them stores.

I would call a shop which sells cigarettes a tobacconist. If, however, you are referring to an individual who sells cigarettes on the street, then I would call them a cigarette vendor.
