You need an English dictionary. All English dictionaries show how words are divided into syllables and which one has the accent. There are "rules" but they are not reliable. Word processors have built in hyphenation dictionaries to allow them to break words at the ends of lines correctly. Very seriously, native speakers do not rely on rules; if they want to know how to break a word into syllables, they consult a dictionary.
