Outside before inside (從外到内) (1) Surround from Upper Left structure (左上包圍結構) e.g. 床、危、友、灰 (2) Surround from Upper Right structure (右上包圍結構) e.g. 力、可、包、乃 (3) Surround from Above structure (上包圍結構) e.g. 岡、風、問 6. Inside before outside (從内到外) (1) Surround from Below structure (下包圍結構) e.g. 凶、齒、鼎 (2)Surround from Lower Left structure (左下包圍結構) e.g. 達、建 7. Inside before bottom enclosing (先裡面後封口) e.g. 因、日、田、回、四 8. http://stroke-order.learningweb.moe.edu.tw/character.do if the Taiwanese character you were talking about is the traditional chinese then I think this might help, you can just type in any character then it will show you the right way to write it. And FYI I am a Taiwanese

Taiwanese, usually the character strokes are written from left first depending if there is a side stroke of the character, then move to the right side of the written character, write from the top then finally bottom. If the character contains a outer stroke such as 門, then you start writing the outer stroke first then write the inner characters.
