You would want to say congrats on the new job! Or something like that. You can add other friendly things like "I'm so happy to hear that! That's great news!". You could also ask your friend how they are feeling about the change. Ex: "Are you feeling excited or nervous?"

I would say something like "How exciting! Congratulations on the new job."
