Typically chill would be used as its definition to say you chill something, get it somewhat cold or that its chilly outside, kind of cold, but not too cold. It can also be use emotionally as 'it sent chills down my spine' like it made them uncomfortable or scared in a very uncomfortable way. A more colloquial way of using chill is to say 'I'm chilling'. This is used in place of relaxing or doing nothing.
