Can they be used interchangeably or do they mean different kinds of "opportunities"?

One meaning of 会 is "gathering" and is not interchangeable with "meeting".  机会 = opportunity.  Here 会 does not mean "to meet".  It means "to exchange, to intercourse", "a gathering"
机遇 = an opportunity in meeting up.
