Jonathan insisted on paying, so he went to the store and bought something he didn't need to make change. But when he gave the money to the vendor, the vendor drew back. He was hurt. He was trying to do something kind, but Jonathan had rejected him.

This is from a TED talk, and I am a bit confused with the meaning of " draw back" here. does it mean the vendor turned down the money or the vendor moved a step back physically ?

It means he made some small physical movement back - maybe a step, but more likely just a movement back from the waist up. Like when you surprise someone. Their feet remain (mostly) unmoving but their head and/or shoulders show a small movement back in surprise. 'Draw back' usually includes an emotional side as well.
