In this song, the singer is homesick even though he has seen so many parts of the world.
" a red light off the wrist"= the red light-emitting display of a watch . The rest of the line is just to keep the rhyme going. Wrist rhymes with kissed.

To Aaz: 'The theory of the "red light-emitting display of a watch' looks really ridiculous :)
In 1970-th there were no electronic watches at all"
There WERE electronic watches in 1974/75 and a mate of mine had a circular one! It sucked up so much battery power you had to press a button to see the time, which I thought was annoying and uncool. Now, FitBits blank out too!
As to YOUR theory (with no proof), I have never heard anything more ridiculous. I'll stick with the watch one!

Hi Eugeny!
As I understand, this line have a "dirty" meaning.
"Red light" means having sex with a girl on her period. Off-the wrist is a synonym of the masturbation. You just need to count 2+2 to understand the whole meaning.
Everybody knows The Slade is glam-rock band from the heart of streets. Their lyrics are full with such a slang.

These line is from Slade's song Far, far Away. It is helpful to make this clear in your post , so we can help you.
I've seen the yellow lights go down the Mississippi
I've seen the bridges of the world and they're for real;
I've had a red light of the wrist without me even gettin' kissed
It still seems so unreal.
I've seen the morning in the mountains of Alaska
I've seen the sunset in the east and in the west;
I've sang the glory that was Rome,
And passed the hound dog singer's home;
It still seems for the best.
Chorus
And I'm far, far away
with my head up in the clouds
And I'm far, far away
with my feet down in the crowds
Lettin' loose around the world
But the call of home is loud still as loud
I've seen the Paris lights from high upon Montmartre
And felt the silence hanging low in no mans land;
And all those Spanish nights were fine,
It wasn't only from the wine;
It still seems all in hand.
I've seen the yellow lights go down the Mississippi
The grand Bahama island stories carry on;
And all those arigato smiles
Stay in your memory for a while;
There still seems more to come.
And I'm far, far away
with my head up in the clouds
And I'm far, far away
with my feet down in the crowds
And I'm far, far away
But the sound of home is loud still as loud
