Incorrect. Too many plural forms. Option 1 "News of victory keeps pouring in.", means news from a single victorious event keeps pouring in. Option 2 "News of victories keep pouring in.", means news from multiple victorious events keep pouring in. D. Correct.

The only sentence that is incorrect is A. I agree with Kezia Ortiz that C does not sound very good, but there's nothing grammatically wrong with it. "News" is singular, so "news keeps pouring in" is correct.

I think B is incorrect because 'The police' is a singular subject pronoun and we use 'has' when the subject is a singular noun or singular pronoun.
