The use of "can" and "able to" is interesting. They are both about the *ability* to do something. "Can" is a modal verb, so it's used with other verbs. For example: "can play" and "can't drive". And if you were to say "modern equipment" without much context before that, it will not be very clear, because as a listener, we don't know what category of equipment you are talking about. 2. I think this exercise is only asking for either be / been able to as the answer. for 1 and 6, if you use "is able to", you will change the meaning of the sentence slightly. For example, no.6 , I would use "can't" because she is not allowed to drive. If you use "isn't able", then I think, you lose the idea of not being allowed to drive.

equipment - can use it, but it means somethign different. 1 & 6, could. wants to be able to use, but it sounds as if she can't, physically can't, rather than wanting permission.
