This sentence comes from grammar book.
They refuse to admit more than come.
Question: Is this sentence grammatically correct? how to rewrite it in an easy way?
What is its meaning?

At first it's a puzzle. Without context, what could it mean?
They refuse to admit (i.e. allow entry to) more (people) than (the number of people that) come (i.e. arrive, turn up). Is it that?
That doesn't make sense though because you can't allow entry to more people than arrive.
Which grammar book is it from? It's really hard to guess what it means.

Please supply a link or photo of the grammar book. It seems to be an obvious serious typing and grammatical error in the book. If it comes from a Chinese English grammar book these are very often really awful books to learn from, from my experience of seeing samples of many such books.

This is what happens when you do not supply the full context. The preceding sentence or paragraph. It means the Chinese executive does not allow more people into the ? Courts possible than ? we do not really know. I advise you forget this question and put it out of your head. There has been a serious translation from Chinese into English, which I have said is very common in China. WE NEED TO HAVE A PERSON WITH GOOD CHINESE AND EQUALLY GOOD ENGLISH JOIN THE DISCUSSION.
