"Housing project" is specific. It refers to a kind of charity (usually funded by a government I think) for providing homes to people who cannot afford them. I'm not sure I've ever heard anyone say, "building project". It so, I don't think it would not have the same meaning. To me it just sounds like a project that is about building something.
