It means to do smth without much effort and without much interest in the result, делать что-то спустя рукава.

Hi Nika,
It basically means that you do something without being completely convinced/willing, as opposed to 'whole-heartedly' doing something/agreeing/etc.

It means you don't believe it with all your heart. You believe it without enthusiasm or energy.
