Hi Alina!
Like many words, "skinny" can have a neutral connotation. It can be used to indicate a particular fact; for example, "your cat sure is skinny."
It can also be used in a negative way; for instance, "don't talk to me you skinny . . . (insert vulgar noun).
So, let's all be nice.
Good luck with your learning goals in English.

This word can have a different connotation in different contexts. But in my opinion, It moreover depends on a person's gender, for a female it usually is considered a compliment but in case of a Male it rather reflects negatively! I think it's very subjective though.

To be honest, I would actually take it as something wrong when speaking about someone. 'Skinny', for me, is to be 'very thin' or like having less flesh on the body than average, which could be considered something negative (obviously this is a cultural thing). If I'd like to compliment someone on their physique, I would say something like 'slender' or 'slim' Hope this helps! :)

Depends on the context and how you use the word. Telling someone who has worked hard to lose weight would be considered a compliment, or making an observation like exclaiming an animal is skinny is just a neutral statement. I’d say the only real time calling someone “skinny” would be taken badly by the person is when you say it to a guy. Maybe he would be taking it as an insult to his masculinity. Hope that answers your question :)
