These quasi-sentences become correct if you place a word like “Look” or “See” at the beginning. Without such a word there is no verb. There are verbs there but they belong to subordinate clauses, not the main sentence. The sentences are not wrong though. Exclamations do not require verbs. You can write “So many people!”, for example.

It probably means (depending on intonation): Wow, so many students in the classroom! Wow, he has made so much money!
