Inquiry is a question you ask in order to get some information. Here it means raw human curiosity.

In the context of this sentence I think "human inquiry" means the natural curiosity that people have - which in turn leads us to ask questions about the world around us yet at the same time ( this is the duality part) there is also a fear of knowing ( or , as we say in the United States " ignorance is bliss" )
