Which one of those is the correct one? And if there is more than 1 way to say it then would you please explain tk me when I should use each of them?

You can say: "Fine by me/fine with me" to answer a question with a positive affirmation.
Ex: Person A) Do you want to go to the movies tonight at 8?
Person B)Fine by me!
Ex: Person A) Can we watch the horror movie?
Person B) Fine with me!
You can say: "That looks fine to me," but you can't say "fine to me" alone. You need to indicate what looks fine TO you. This one is used for something you're observing.
"Fine for me" is often used in restaurants. If the waiter pours you a refill, you can stop him by saying "that's fine for me." In that use, it basically means the amount poured in your glass is enough. I hope that helps!

You can say "fine to me" if something looks good or up to standard
Ex: Person A) How does my project look?
Person B) It looks fine to me
Fine for me isn't a phrase (at least that I've heard) But what Kimberly commented is a great example
