This is a way of saying that originates from the act of grinding grain through the driving force of water.
Once the water has passed, it is no longer able to move the millstone (stone) that grinds the cereal.
Today we only use the first part "acqua passata" which therefore means that an action, attitude or feeling that once had a value, but today has been definitively forgotten and no longer matters to us.
