It has to do with if an action is completed (I ate the sandwich) or ongoing. Spanish uses this in the past tense, which made it a little easier for me to wrap my head around when I started Russian. A helpful note: In the present tense, you only use the ongoing for because it is all happening "now" (I am reading). So there is less to think about if you are speaking in the present tense.
