The person is either stuck on the phone and can't get off the call or they spend a great deal of time talking on the phone for some unspecified reason.

It's a colloquial term meaning "to be on the phone".

Not sure what the context is , but it perhaps mean that the person spends loads of time sitting around doing something on his phone……sad reality nowadays 😞
