A business might talk about consumers in general when planning a marketing campaign. Not all of these consumers will be customers. I'm not sure if that helps at all?

"Consumer" tends to be more formal and used as an umbrella term, while customer deals with people who purchase a product or service. "Consumer" is usually used when purchasing a service, as opposed to a product.

I would personally say that a customer is more for a place of business, a store, etc VS a consumer which is usually more general towards one particular product
