데에는 means "in aspect of"
데에는 is composed of 데+에+는
데 means "place, point; part, aspect, feature"
에 means "in"
는 is a topic marker.
그럴 만한 means "as such"
그럴 만한 이유 means "such a considerable reason"
그러하다(such) + -(으)ㄹ 만하다 => 그러할 만하다 => 그럴 만하다.
Generally, -(으)ㄹ 만하다 means that there is enough reason or justification for a certain situation
or that something is doable or possible, but mainly in the sense of being “bearable” to do.
Examples
가다
→ 갈 만하다
= to be possible to go
= to be worth going (and checking out the place)
= there is enough justifiable reason for one to go
먹다
→ 먹을 만하다
= to be edible
