If you are using a name of specific website, use "at". For instance: "register at Instagram". Instagram is a known website and its name connotes the idea of a specific "place" (even being a virtual place, it's a "place").

I use "on" when I'm referring to generic websites or categories of websites. For instance: "register on some social network".
