Hi. can someone tell me what is the ”がって” in the sentence, 話したがっています. Thanks a lot.

"たがる" with a conjugated verb means that someone else wants to do something as in "彼はテレビを見たがる". You can't use this expression for yourself. "私はテレビを見たがる" sounds weird.

The verb ending -たがる means that someone else wants something.
話したがる (s)he wants to talk
話したがっている (s)he is wanting to talk
