First I would strongly prefer a country which has about the same economical conditions as my own. This way I know for sure I am not being used as a visa by the girl, or as a pension by her parents. Second I would like it to have about the same cultural background as my own country to prevent multi cultural tensions in the relationship. I have had those before, it is not interesting, it is annoying. So I would probably go for a German or Scandinavian girl.

I am most comfortable with women from Philippines (I'm Filipino decent born in US). I don't mind if she is from Vietnam, Malaysia, within China, or Indonesia.
