"Stagnated" is a little redundant. As a native English speaker, I have rarely heard it used in this context. "I think I have plateaued" sounds more natural.

First note.

After studied english for approximately 11 months I think that I am stagnated , and there is another problem, how I studied by myself I don't know what is precisely my current level in english .
