"Sure to" is the most common and casual, "certain to" is more formal and confident, and "bound to" can carry a sense of obligation(обязательства) or destiny(судьба) along with its meaning of inevitability (неизбежность)
I am certain to relocate to the EU
Based on my experience, she is likely to fail the exam
They are unlikely to help him
She is likely to love him
With the current economic conditions, a recession is bound to happen

The one sentence that does not sound right to me is "She is likely to love him". It is not absolutely wrong, but it appears to use "likely" as an adverb to modify the pronoun "she". Adverbs can't modify pronouns. For the sentence to make sense, "likely" needs to modify "is". Instead, say
"It is likely that she loves him" ("likely" modifies "is")
"Likely, she will love him" (modifies "will")
"She will likely love him" (modifies "will")
"She likely will love him"
