I think “boy in love” means a young guy who is in love with another boy or a girl.
Not sure what “ a boy with love “ means

The first sentence refers to someone who is in love, for example, if the boy was in love with a girl.
The second sentence refers to him having love in his heart, and having the capability to experience it.
For example, he didn’t have hatred, but rather love.
