2)Anybody, help me.

Эти 2 предложения означают одно и тоже?

Can somebody help me? = Somebody, help me.
Can't anybody help me? = Anybody, help me.
They mean the same. There' a bit more desperation in the "anybody" one though.

Yes both mean the same. It is a request for help.
