What exactly children say in Halloween when they ask for candies?
and is it right to say in or at halloween? :S

We say "on Halloween" since it is a specific day of the year (October 31). And children say "Trick or Treat". This means, "give me a treat (meaning candy) or I will play a trick (something devious) on you.". We always give them a treat!
