hummm, that's a tough question. 言っていました is basically used when the fact he/she said so have some influence to the current situation or action. さっき、ニュースで午後から雨が降ると言っていましたから、かさを持って出かけます。 past: the weather forecast said it'd be rain today. now: going out with an umbrella. あの人は「ぼくは花子さんと結婚する」と言っていましたが、本当でしょうか。 past: he said "I'll marry Hanako." now: wonder if that's true or not. メアリーさんが、「日本語を勉強したい」と言っていましたよ。連絡してみたらどうですか？ past: Mary said "I want to study Japanese." now: why don't you contact her? On the other hand, 言いました is a simple description of the past. 先生：どうして　たけしくんとけんかしたんですか？ Why did you fight with Takeshi? ひろし：たけしくんが、ぼくに「バカ」と言ったんです。 Because he said "You're fool." to me. 先生：それで、ひろしくんは何と言いましたか？ Then what did you say, Hiroshi? ひろし：「バカって言う人がバカだ」と言いました。 I said "Someone who says fool is a fool." In conversation, 言っていました is used more often. 言いました is often used in storytelling.
