1) Is "Meiner Tanzpartnerin" used in a genative or dative case? I think, of course dative. am I right?

2) what is the 'Absatz'? is this word related with the shoes? or other meaning?

3) this sentence roughly means that "my dance partner's heel is broken?" can you translate into English !!

1)  You are right.
WEM ist der Absatz gebrochen? == Dativ == meiner Tanzpartnerin.

Aber ein Hinweis: "Wem ist der Absatz gebrochen?" ist kein guter  Stil. Besser ist: Wessen Absatz ist gebrochen? == Der Absatz meiner Tanzpartnerin ist gebrochen.
Gemeint ist eigentlich: Der Absatzes des Schuhes meiner Tanzpartnerin ist gebrochen. (meine Tanzpartnerin hat sich nicht verletzt :-)
Aber mit dem Fragewort ändert sich der Kasus: Wessen? == Genitiv! "meiner Tanzpartnerin" ist dann Genitiv.

2) Ja. Der Absatz ist in diesem Kontext der Teil des Schuhes, der sich unter der Ferse befindet.  (Das Wort "Absatz" kann weitere, sehr verschiedene Bedeutungen haben).

3) Sorry, I'm not a native English speaker, but I try a translation:
"The heel of my dancing partners shoe is broken".
or
"The heel of my dancing partners shoe broke".   (I'm not sure)
