回绝语气比拒绝语气更加强烈。回绝 is more strong than 拒绝
拒绝：不接受
回绝： 比较果断地拒绝
eg: 他拒绝了对方的邀请。
他一口回绝了对方的无理要求。

you can replace one by another in any place
eg: 他拒绝(回绝)了对方的邀请。
他一口回绝(拒绝)了对方的无理要求。

拒绝：不接受（请求，意见或赠礼等）reject，turndown，decline，refuse（request，opinion or order).
回绝：(动)答复对方，表示拒绝。（reply opposite，express rejection）
