A 'bill' can be: a document, a single piece of paper money, the mouth of many types of birds (ducks, pelicans, geese, etc.) and can also be a name of a person - 'Bill' is what we may call a a man named 'William'. a 'bell' can be: a sound making device, or a 'bell shaped' enclosure such as a diving bell or the shape of a line in a chart known as a 'bell curve' Good Luck! =o)

Both are short sounds. Both are different vowels.

i guess your problem here is to pronounce long vowel, uhm, how to explain it, try to pronounce "i:" sound with your lips stretched to both sides and root of your tongue is high enough to nearly touch the upper part of your mouth, after that, raise and curl your tongue for "l" sound. Hope that help
