Well, sometimes they are used interchangeably. For instance: 1. 现在什么时间(时候)了? What time is it now? 2. 已经过去很长时间（时候）了。 It's been a long time. However, when you are saying "时间过得飞快 (time flies)“， you cannot use "时候“ here.

时间 means time.and about 时候 we will say 有时候，same meaning as sometimes .
