From what I found on the net, people in Ukraine are required to take 2 years of English language classes when they are in high school.So I would assume that they should be able to speak at least some English.

Hello, everyone! I am from Ukraine and I want to tell you that the biggest part of Ukrainian schools teach the pupils English))) but, unfortunately, the qulity of courses is very low. For example, I have been studing English from the primarily school nearly 10 years and when I went to university I had an pre-intermediate level of English. Is it a sufficient result for a person who worked ten years? I do not think so. If you want to study English in Ukraine, you may do it in the British Council and several other private English schools, but these courses are too expensive for the average citizents. Moreover, if you live in the small town, you can not practice you English with native speakers, because they do not live there. A vast majority of people have never been abroad, because they earn only 100 euro per month. So, English is a privilege of rich people in Ukraine.

From Wikipedia;
Russian is a regional language in Ukraine. It is the most common first language in Donbass and Crimea regions, the predominant language in large cities in the East and South of the country. The usage and status of the language (currently Ukrainian is the only official language of Ukraine is an object of political disputes within Ukrainian society and was one of the issues of Viktor Yanukovych's platform. Russian language gained the official status of a regional language in several southern and eastern oblasts and cities following the passing of a controversial language law in August 2012.

My experience in Kyiv was that almost no-one could communicate in English. Occasionally, in fine restaurants for example, someone would be fetched who "spoke English". They spoke poorly, and I would have to survive on my bad Russian. That said I left Ukraine with a positve view of the people and felt welcome throughout.
